Police Verification Procedure for Leave & License Agreement:
In Mumbai and the Mumbai Metropolitan Region (MMR), police verification of tenants is mandatory under
local laws after executing a Leave & License Agreement. This procedure helps verify the identity of the
tenant, prevent misuse of premises, and maintain law & order. Below is the detailed process for both
offline and online verification.
1. Why Police Verification is Needed
Police verification ensures the identity of tenants, prevents illegal activities, and maintains a record
with the local police station. Failure to complete police verification can result in penalties under the
Bombay Police Act, 1951.
2. When It Should Be Done
Police verification should be done immediately after signing the Leave & License
Agreement, or even before handing over possession. It can also be completed alongside IGR e-registration
or soon after.
3. Documents Required
- Registered Leave & License Agreement (IGR copy with stamp duty proof)
- Identity proof of Licensor (Aadhaar, PAN, Passport)
- Identity proof of Licensee (Aadhaar, PAN, Passport)
- Recent passport-size photographs of tenant(s)
- Address proof of tenant’s previous residence
- Completed Police Verification Form
- For foreign tenants – Passport, Visa, FRRO registration
4. Offline Procedure
- Visit the local police station under whose jurisdiction the rented property falls and request the
Tenant Police Verification Form.
- Fill in details of landlord, tenant, property, and agreement.
- Attach required documents and carry originals for verification.
- Submit the form; police may conduct background checks and property visits.
- Collect the stamped acknowledgment receipt.

- Go to the 'Citizen Services' section and select 'Tenant Information Form'.
- Create or log in to an account if required.
- Fill in details exactly as per the Leave & License Agreement.
- Upload scanned documents (ID proofs, agreement, photos).
- Submit the form and obtain an acknowledgment number.
- Track the verification status online.
6. Special Notes for IGR e-Registration Users
The IGR Maharashtra e-Registration system does not automatically share tenant details
with the police. Landlords must complete police verification separately online or offline.
7. Penalties for Non-Compliance
As per Section 188 of IPC and the Bombay Police Act, failure to submit
tenant verification can lead to:
- Fines up to ₹500
- In serious cases, imprisonment
- Warning notices in some districts
8. Tips
- Keep the acknowledgment copy safely for future disputes.
- Verify each adult occupant separately.
- For company-leased premises, verify the individuals who will stay.
- Complete verification before or immediately after possession is given.
